Convert explicit source information into candidate structured records without filling missing facts.
Validate
Check school year, event scope, dates, duplicates, source authority, and conflicts.
Review
Route ambiguous, graphical, provisional, conflicting, or low-confidence records to the project owner.
Publish
Present a record as confirmed only after deterministic verification or explicit owner approval.

Weather is not a closure announcement.
Weather information may increase monitoring priority. It cannot independently confirm that a school is closed, delayed, remote, or dismissing early.
